Scenic Kootenai County, Idaho settled in the Idaho Panhandle has been successfully running a SCRAM CAM program for repeat DUI offenders charged in their district. The director of the Adult Misdemeanor Probation became concerned with the high recidivism rate over 10 years ago. The director decided to implement the use of alcohol monitoring bracelets for their repeat offenders. The SCRAM CAM program monitors participants 24 hours a day, 7 days a week.
Those charged with 2nd offense drunk driving incidents or higher are required to participate in the program. The county has also began implementing the alternative program in DUI court and Veterans Court to help support long-term sobriety. The county has a huge success rate for proven sober days achieving 99.7% compliance by participants. Those wearing SCRAM CAM bracelets must maintain complete sobriety or face additional penalties through the court. Over 1600 jurisdictions across the country now utilize alcohol monitoring programs with the SCRAM device.
